The uphill from Riale (Italy) to Passo San Giacomo should not be a problem with rear panniers.
Downhill from Passo San Giacomo to All'Acqua, Val Bedretto (Switzerland):
In contrast, the downhill is NOT recommended. It goes down hard on single trails. Only useful if the baggage is carried on your back.
